April 12, 2021 Meeting Minutes

The regular meeting of the Queensbury School Board of Education was held on April 12, 2021.

Call to order

President Mannix called the meeting to order at 7:02 p.m.

The Pledge to the Flag was led by President Mannix.

Open forum

Public participation is encouraged. There will be two Open Forums at each regular Board of Education meeting to provide opportunities to address the Board of Education. We ask participants who wish to speak during the first Open Forum to type their name in the chat box, and when called upon, identify themselves and if applicable, the organization they are representing. For clarity, we ask that all speakers identify the school related matter/topic to be discussed. In order to conduct District Business in a smooth, orderly and timely manner, Open Forum is limited to a maximum of 30 minutes with 3 minutes allocated to each speaker. The Board of Education appreciates public attendance and participation at meetings.

resolution:

Motion to approve the Queensbury Union free School District Property Tax Report Card for the fiscal year 2021-2022.

WHEREAS, the New York State Education Department requires an annual Property Tax Report Card.

WHEREAS, districts are required to send the Property Tax Report Card to their official newspapers for advertising.

NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS BY THE BOARD OF EDUCATION OF THE QUEENSBURY UNION FREE SCHOOL DISTRICT:

SECTION 1. The Property Tax Report Card is hereby approved.

SECTION 2. This resolution shall take effect immediately.

Motion to approve the budget transfers for the month of March 2021.

Motion for the Board of Education to approve the bank account showtix4u.com for the purposes of fundraising under the ExtraClassroom Activity Fund.

Motion to approve the transfer of funds of $1,000 from A2020-450-30-00 to contribute toward the high school musical production.

Motion to approve the transfer of a donation of $200 from the Trust and Agency fund to the Student Senate for the X-Factor club.

Motion to approve the transfer of the balance of the donations of $700.32 from the Trust and Agency Fund to the Class of 2027.

Motion to approve the transfer of the balance of the donations of $1,947.11 from the Trust and Agency Fund to the General Fund for the Spartan Sprint.

Motion to accept the gift of a snack pack donation from the Queensbury Christ Church with sincere appreciation.

Motion to enter into a contract with Corinth Central School District to provide health and welfare services to students who reside in the Queensbury Union Free School District and attend schools located in the Corinth Central School District, effective for the 2020-2021 school year.

Motion to approve an agreement with Glens Falls Center for Rehabilitation and
Healthcare, dated March 15, 2021, to provide temporary shelter for residents of Glens Falls Center during an emergency situation requiring evacuation.

Motion to award the bid for the purchase of a new 2021 Chevrolet Suburban 4 dr. LS to Joe Basil Chevrolet, Inc. in the amount of $45,258.30.

Motion to approve the provisional appointment of Jon Dawes, Coordinator of Capital Projects and Safety Compliance, $117,000 annually (prorated), effective 4/26/21.

Motion to appoint Daniel Miller, Coordinator of Buildings and Grounds, as Asbestos Local Educational Agency (LEA) designee, effective 3/29/21.

Motion to accept the resignation of Williams Roberts, Bus Driver, effective 4/28/21.

Motion to approve the probationary support staff appointment of Michael Davis, Bus Driver, Step 1, effective 2/22/21.

Motion to approve the part-time support staff appointment of Mitchell Graves, Bus Driver Trainee, $15 per hour, effective 3/25/21.

Motion to approve the following substitute support staff appointments:

Educational items

Motion by Dr. Shea, seconded by Mr. Cabana to approve the following resolution:

WHEREAS, on January 22, 2021, the Governor and the New York State Health Department authorized schools to operate certain high risk spring sports effective February 1, 2021 as may be permitted and authorized by local county health departments; and

WHEREAS, the New York State Department of Health subsequently issued updated guidelines for the operation of sports related to high risk springs sports; and

WHEREAS, New York State Public High School Athletic Association (NYSPHSAA) and Section 2 have issued revised guidelines for Return to Interscholastic Athletics for the 2020-21 season: and

WHEREAS, the effectiveness of this Resolution is pending the Warren County Public Health Director and School Physician’s approval for schools within Warren County to operate spring high risk sports; and

WHEREAS, the Superintendent of Schools has shared with the Board the plan to provide spring high risk sports in accordance with all applicable New York State Department of Health, County Department of Health, and any applicable league health and safety requirements which will be implemented during all practices and games;

IT IS THEREFORE RESOLVED, that, upon the recommendation of the Superintendent of Schools, the Board of Education hereby approves implementing the following high risk spring sports for the 2021 spring season:

Boys Lacrosse

subject to the following conditions:

  1. The District has a plan approved by Warren County Public Health that contains the health and safety protocols that are in place to allow each specific spring sport to occur and the plan is approved by the School Physician;
  2. If at any time, the high school in-person or hybrid learning model transitions to remote only learning, there will not be any athletics during any period of remote only instruction; and
  3. All practices and contests will occur in accordance with all guidelines issued by New York State, Warren County, and NYSPHSAA/Section/League as such guidelines may be amended; and

IT IS FURTHER RESOLVED, that the Board hereby delegates to and authorizes the Superintendent to take any action he deems necessary and appropriate to ensure that such spring sports are implemented in a safe manner consistent with all applicable guidelines, and also authorizes the Superintendent to temporarily suspend District participation in any of the above spring sports, if the Superintendent deems such action necessary.
