The regular meeting of the Queensbury School Board of Education was held on March 8, 2021.

Call to order

President Mannix called the meeting to order at 7:02 p.m.

      Motion by Mrs. Molloy, seconded by Mr. Weaver to approve the resolution:

      NOTICE IS HEREBY GIVEN that a Budget Hearing of all those qualified to vote in the Queensbury Union Free School District, in the Town of Queensbury, Warren County, New York will be held on May 10, 2021 at the Queensbury High School, 409 Aviation Road, Town of Queensbury, Warren County New York at 6:30 p.m. E.D.S.T.

       

      AND NOTICE IS ALSO GIVEN that the Annual Meeting for the purpose of a vote of all those qualified to vote at School District meetings in said District will be held at the Queensbury Elementary School, 431 Aviation Road, in the Town of Queensbury, New York in said School District, on the 18th day of May 2021, and the polls will be open from 10:00 a.m. until 8:30 p.m., E.D.S.T.

       

      At such time on May 18, 2021, the voters of the District will vote upon the following matters:

      1. Proposition # 1 – Annual budget

      Adoption of this budget requires a tax levy increase of 2.5% which exceeds the statutory tax levy increase limit of -.003% for this school fiscal year and therefore exceeds the state tax cap and must be approved by sixty percent of the qualified voters present and voting.

      1. Proposition #2 – School Bus Purchases

      Shall the following resolution be adopted:

      RESOLVED, that the Board of Education of the Queensbury Union Free School District is hereby authorized to purchase three (3) 72-passenger school buses at a total cost not to exceed $390,000 and that the sum of $390,000 or such thereof as may be necessary shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by the Education Law and the Local Finance Law, and in anticipation of such tax, obligations of said School District shall be issued.

      1. Annual election to the Board of Education

      AND NOTICE IS ALSO GIVEN that a copy of the statement of the amount of money which will be required for the ensuing year for school purposes, exclusive of public monies, may be obtained by any taxpayer in the District during the fourteen (14) days immediately preceding the annual meeting, except Saturday, Sunday or holidays at the following school location, in which school is maintained during the hours of designated:  Queensbury School Administration Center, 429 Aviation Road, Queensbury, New York, 8:00 a.m. to 4:00 p.m. E.D.S.T.

      AND NOTICE IS ALSO GIVEN that the petitions nominating candidates for the office of member of the Board of Education must be filed with the Clerk of the District no later than the thirtieth (30th) day preceding the election at which the candidates so nominated are to be elected.

      The following vacancies are to be filled on the Board of Education:

      • 1 Term – Five years – Name of last incumbent – Kathleen Holser
      • 1 Term – Remaining term ending 6/30/2025 – Name of last incumbent – Joseph Scriver

      Each petition must be directed to the Clerk of the District, must be signed by the required number of qualified votes of the District, and must state the name and residence of the candidate.

      AND NOTICE IS ALSO GIVEN that the application for absentee ballots for election of members of the Board of Education may be applied for at the office of the Clerk of the District, and that a list of all persons to whom absentee ballots shall have been issued will be available in the said office of the Clerk on each of the five (5) days prior to the day of election, except Saturday, Sunday or holidays, and that such list will also be posted at the polling place at the election of members of the Board of Education.

      AND FURTHER NOTICE IS HEREBY GIVEN that military voters who are not currently registered may apply to register as a qualified voter of the Queensbury Union Free School District by requesting and returning a registration application to the District Clerk in person, or by fax sent to (518) 793-4476 or email to lmelleon@queensburyschool.org.  For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 PM on April 23, 2021. In a request for a military ballot application or ballot, the military voter may indicate his/her preference for receiving the application or ballot by mail, facsimile transmission or electronic mail. A list of all persons to whom military ballots are issued will be available for inspection to qualified voters of the School District in the office of the District Clerk during regular business hours during the five (5) days prior to the election, except for Saturday and Sunday, and on May 18, 2021, the day set for the election, upon prior appointment only, subject to any applicable laws, regulations, and Executive Orders relating to the COVID-19 pandemic, including but not limited to social distancing requirements.

      AND NOTICE IS ALSO GIVEN that the District Board of Registration shall meet to prepare the register of the District in the High School on May 10, 2021 from 1:00 p.m. until 7:00 p.m. E.D.S.T., and that any person shall be entitled to have his/her name placed upon such register, provided that at such meeting of the Board of Registration, he/she is known or proven to the satisfaction of such Board of Registration to be then or thereafter entitled to vote at this election and that the register prepared pursuant to Section 2014 of the Education Law will be filed in the office of the Clerk of the District and that such register will be open for inspection by any qualified voter of the district during the five (5) days immediately preceding the election, except Saturday, Sunday or holidays, and on the day of the election between the hours of 8:00 a.m. and 4:00 p.m., E.D.S.T.

       RESOLUTION DATED MARCH 8, 2021

       QUEENSBURY UNION FREE SCHOOL DISTRICT’S BOARD OF EDUCATION SEQRA RESOLUTION REGARDING THE 2021 CAPITAL PROJECT INVOLVING ROOF SYSTEM REPLACEMENTS AND IMPROVEMENTS AND DESIGNING, PURCHASING, AND INSTALLATION OF FURNITURE AT THE MIDDLE SCHOOL

      WHEREAS, the Board of Education has had the opportunity to review the 2021 Capital Project (hereinafter the “Project”) proposed for the Queensbury Union Free School District.  This Project includes the following:

      (1)   Roof system replacements and improvements at the Middle School

      (2)    The design and purchase of furniture at the Middle School

      WHEREAS, the Board of Education has had an opportunity to review the Project with regard to its classification under the State Environmental Quality Review Act (hereinafter referred to as “SEQRA”) and whether it will have any significant adverse environmental impacts;

      NOW, THEREFORE, BE IT RESOLVED THAT, pursuant to 6 NYCRR Part 617.5(c)(2), and (10), the Board of Education hereby declares that this Project be classified as a Type II Action under SEQRA because it consists of routine activities of an educational institution, including expansion of existing facilities by less than 10,000 square feet of gross floor area, or is a replacement, rehabilitation or reconstruction of a structure or facility, in kind, and it is therefore exempt from SEQRA.

      Motion to approve budget transfers for the month of February 2021.

      Motion to transfer $615,000.00 from code A9060-800-00-00 (health insurance) into code A9950-900-00-00 (interfund transfers – capital) for the emergency Boiler Project.

      Motion to approve the revised resolution that the petty cash fund be set at $325 (previously $250). $75 will be given to Student Support Services.

      Motion to approve the surplus and disposal through auction or recycling of the following:

      • Singer Industrial sewing machine, model 31-15, no asset tag
      • Artisan Industrial sewing machine, model 797 AB, no asset tag

      Motion to approve the Memorandum of Understanding with Warren County Board of Elections to provide Queensbury Schools with Optical Scan Voting Machines for the School Budget Vote and elections to be held on May 18, 2021.

      Motion to approve the agreement between the Queensbury Union Free School District and Marvin and Company for the completion of the internal audit for the 2020-2021 school year.

      Motion to approve transactions related to the extra classroom activity fund.

      Motion to approve an agreement between Queensbury Union Free School District and Town of Queensbury to provide shelter should an emergency evacuation occur.

      Motion to approve the contract with Saratoga Springs City Schools to provide health and welfare services to students (currently 13 students) who live in the Queensbury School District and attend schools in the Saratoga Springs City School District, effective for the 2021-2021 school year.

      Motion to approve the contract with South Colonie Central Schools to provide health and welfare services to students (currently 1 students) who live in the Queensbury School District and attend schools in the South Colonie Central School District, effective for the 2020-2021 school year.

      Motion to approve the agreement between Queensbury Union Free School District and Vanderheyden Hall to provide educational services for a student who lives in the Queensbury School District and is enrolled at Vanderheyden effective 2/23/21 – 6/30/21.

      Motion to approve the title revisions for the employees covered under the Managers, Non-Certified Professionals & Management Confidential Employees Handbook.

      Motion to approve the provisional appointment of Daniel Miller, Coordinator of Buildings and Grounds, $85,000 annually, prorated, effective 3/29/21.

      WHEREAS, the Board of Education has reviewed the Pandemic Operations Plan;

      NOW, THEREFORE, IT IS

      RESOLVED, that the Board of Education hereby adopts the District Pandemic Operations Plan, and authorizes the Plan to be posted in conspicuous locations in District buildings and is to be made accessible on the District’s website; and it is further

      RESOLVED, that the Board of Education authorizes the Superintendent of Schools to make appropriate modifications to the Plan, as necessary, with notification to the official representatives of the collective bargaining units in the District.
