The regular meeting of the Queensbury School Board of Education was held on October 13, 2020 in the High School Queensbury Room.

Call to order

President Mannix called the meeting to order at 7 p.m.

The Pledge to the Flag was led by President Mannix.

Motion by Mrs. Molloy, seconded by Mr. Cabana to approve the following resolution:

WHEREAS, the District had previously created a tax certiorari reserve fund, which currently has a balance of $1,962,193; and

WHEREAS, the District’s Assistant Superintendent for Business has certified that the District needs to have $406,577 in such tax certiorari reserve fund as the amount reasonably-required to satisfy any tax certiorari refunds during the 2020-2021 fiscal year;

NOW, THEREFORE, IT IS HEREBY RESOLVED, that the District’s tax certiorari reserve fund be decreased to $406,577.

Motion to adopt the Queensbury Union Free School District’s 2020-2021 District Level Safety Plan and Building Level Safety Plan in accordance with Commissioner’s Regulation 155.17.

Motion to accept the minutes of the August 24, 2020 Board of Education Special Meeting, and the minutes of the September 14, 2020 Board of Education meeting.

Motion to approve the Treasurer’s Report for the month of July 2020 and August 2020.

Motion to approve the Clerk’s Report, the Internal Claims Audit Report, the General Fund Revenue Report, the Federal Fund Revenue Report and the School Lunch Fund Report for the month of September 2020.

Motion to approve the following Warrants for the month of September 2020:

  • General Fund – September Warrant – $3,792,458.67
  • Federal Fund – September Warrant – $27,855.66
  • Medicare Part B – September Warrant – $39,483.10
  • School Lunch Fund – September Warrant – $49,546.08

Motion to approve the budget transfers for the month of September 2020.

Motion to accept the following gifts with sincere appreciation:

Motion to approve the agreement between Queensbury Union Free School District and Monroe #1 BOCES to provide tutoring services to students admitted to Golisano Children’s Hospital at Golisano Restorative Neurology & Rehabilitation Center at Unity, effective for the 2020-2021 school year.

Motion to approve a revised agreement between Queensbury Union Free School District and St. Catherine’s Center for Children to provide educational services effective 9/1/20 – 6/30/21.

Motion to approve the agreement with the County of Warren to provide two School Resource Officers/School Security Officers to the Queensbury Schools for the 2020-2021 school year at the cost of $87,000.

Motion to approve the agreement with Washington-Saratoga-Warren- Hamilton-Essex BOCES to provide meals at two sites to include BOCES students attending the Southern Adirondack Center and the Washington Street Teaching and Learning Center effective for the 2020-2021 school year.

Motion to approve the agreements between The Center for Disability Services, Inc. (Prospect Center) and Queensbury Union Free School District to provide educational services for children with disabilities for the 2020-2021 school year and during the Summer of 2020.

Motion to approve the agreement between Queensbury Union Free School District and Allison Wolfstitch to provide consultant support services effective 9/18/20 – 6/30/21.

Motion to approve the agreement between Queensbury Union Free School District and Springbrook to provide services to students who reside in the Queensbury school district effective for the 2020-2021 school year.

Motion to approve the agreement between Queensbury Union Free School District and Mountain Lake Academy to provide educational services for students who live in the Queensbury School District and attend Mountain Lake Academy effective 7/1/20 – 6/30/21.

Motion to approve the agreement with Aramark Educational Services, LLC to provide food services effective 9/1/20 – 6/30/21.

Motion to approve the quote from Guth DeConzo, consulting engineers at a cost of $5,600 for commissioning services for the High School Boiler replacement project.

Motion to approve the agreement between Queensbury Union Free School District and Turner Construction to extend services, effective 11/1/20 – 12/31/20.

Motion to approve the rental of a loader for snow removal to the low bidder, Abele Tractor & Equipment, in the amount of $11,000, effective 12/1/20 – 3/31/21.

Motion to approve the probationary support staff appointment of Timothy Gonyo, Bus Driver, Step 1, effective 10/5/20.

Motion to approve the part-time appointment of Robert Montgomery as parking lot caretaker, $16.50 per hour, effective for the 2020-2021 school year.

Motion to approve the part-time support staff appointment of Robert Montgomery, School Monitor, (.617l FTE) effective 9/1/20 – 9/7/20 and (.581 FTE) effective 9/8/20 – 6/30/21.

Motion to approve the substitute support staff appointment of Jamie White effective for the 2020-2021 school year.
